Javier Madrazo is a minor character in Grand Theft Auto V. He was the main enforcer in the powerful Los Santos Mexican drug running operation, the Madrazo Cartel and is the cousin of Martin Madrazo himself.

As one of Martin Madrazo's cousins, Javier serves as the main enforcer in the Madrazo Cartel who deal with drug running.
Events of GTA V[]
Javier escorted Martin Madrazo to Michael De Santa's mansion after Michael pulled the deck of Martin's house down the side of the hill after mistaking it for the home of Kyle Chavis, the tennis coach who slept with his wife, Amanda De Santa.
Later on, Javier betrays Martin and agrees to provide the FIB with information on his cousin's illegal dealings. Martin discovers this and sends both Michael and his friend Trevor Phillips to shoot down Javier's plane from the air and steal the briefcase with incriminating documents that he was carrying with him. After Michael uses a van's gun to shoot down the plane by destroying it's engines, Javier manages to survive and is confronted by Trevor. He begs for help but is quickly killed by Trevor who then stole the documents.
